The U.S. Consumer Product Safety Commission (CPSC) is seeking comments and information regarding the usefulness of the ticking substitution procedure for the Open Flame Standard (16 CFR 1633). The information needed is any information pertaining to the materials, components, and methods of assembly used for compliance to the Standard for the Flammability of Mattresses and Mattress Pads 16 CFR 1632 and the Standard for the Flammability (Open Flame) of Mattress Sets (16 CFR 1633).
As you are aware, 16 CFR 1632 defines a schedule of classifications based on the results of the test and identifies the scope and application of these classifications for substituting ticking. There is no specific test procedure in the Open Flame Standard (16 CFR 1633) related to ticking substitution. The information needed includes details of materials, components, and methods of assembly currently being used to comply with both standards, in order to determine the suitability of the ticking substitution to be considered.
Additionally, CPSC staff is interested in the specifications of the components used and the availability of specified testing materials for this procedure.
Information, procedure, material information and data may be submitted to the CPSC to support improvements in material selection and testing. Please provide information to the “Office of the Secretary” By April 3, 2017.
