Updated in March 2022, this guide reflects the latest procedures after the Chengdu police authorities revised the rules for issuing Certificates of No Criminal Record, based on the Provisions on the Handling of Criminal Record Check by Public Security Organs, effective from December 31, 2021. The previous Announcement Regarding the Issuance of Certificates of No Criminal Record to Foreigners in Chengdu (2016) is no longer valid.
Foreign nationals may need this certificate for various reasons, including immigration, employment, and more. Typically, the Certificate of No Criminal Record is not acceptable for these purposes until it has been notarized by a local notary office in China. Additionally, for use in certain countries, the certificate must be apostilled by China’s Ministry of Foreign Affairs or authenticated by the embassy of the country where it is to be used. This guide covers the two primary steps: “STEP 1: Application for Certificate of No Criminal Record” and “STEP 2: Notarization of Certificate of No Criminal Record”.
Foreign nationals should submit their application for a Certificate of No Criminal Record to a district branch office of the Division of Exit and Entry Administration of Chengdu Public Security Bureau. The office must have jurisdiction over the district where you have lived and registered your residence, as recorded in your Temporary Residence Registration Form. The processing time for this certificate typically ranges from 1 to 3 working days.
The Provisions on the Handling of Criminal Record Check by Public Security Organs provides a basic model Certificate of No Criminal Record, which includes a QR code for verification and a statement of no criminal record.
