On On March 25, 2024, the China Quality Certification Center CQC issued a notice on the change of the energy-saving certification standard for double-ended fluorescent lamps for general lighting. The standard for energy-saving certification of double-ended fluorescent lamps for general lighting is GB 19043-2013 (hereinafter referred to as the "old standard" ) has been integrated into GB 19044-2022 (hereinafter referred to as the "new standard") and replaced by the new standard. To this end, CQC has revised CQC31-465132-2013 "Energy Saving Certification Rules for Double-Ended Fluorescent Lamps for General Lighting", involving product certification category: 701402.
The relevant requirements for implementing rules and implementing new standards are now clarified as follows:
1. Main revisions to the implementation rules
1. Modify 4.1.2 and 4.3.2.1 based on standards, GB 19044-2022 replaces GB 19043-2013, and adjust inspection items, indicator requirements, and inspection basis accordingly;
2. Other editorial text modifications.
2. Requirements for implementing new standards and rules
1. Starting from March 25, 2024, the energy-saving certification of double-ended fluorescent lamps for general lighting will be implemented in accordance with the new standards and a certification certificate will be issued.
2. For products that have been certified according to the old standards, the certification certificate holder should submit an application for conversion to the new standard certification certificate within one year after the implementation of the new standard. There is no need to supplement the difference test, and the new standard certification certificate can be directly renewed. The conversion of certification certificates to the new standard should be completed before January 1, 2025. CQC will suspend certification certificates that have not completed the conversion after the expiration date. If the certificate conversion has not been completed after three months of suspension, the old standard certification will be revoked.
3. The requirements for the implementation of new standards for energy-saving certification of double-ended fluorescent lamps for general lighting in this announcement do not exempt related products from the responsibility of complying with the relevant provisions of the Standardization Law of the People's Republic of China.
