If electrical products are imported into Japan for sale, PSE certification must be displayed. Japan PSE Certification Process
1. What is PSE certification?
PSE stands for "Electrical and Electrical Applications". The Japanese law that regulates the manufacture and sale of electrical products and ensures their safety is the Electrical and Material Safety Law. If they meet the legal standards, PSE certification (PSE mark) can be displayed. In principle, the PSE mark will not be obtained or licensed from the government or specific inspection agencies. This itself proves that the company has fulfilled its obligations under the Electrical and Material Safety Law. Its purpose is to prevent accidents such as fire, electric shock or injury caused by electrical products. Even for overseas electrical products, if they are imported into Japan and are to be used and sold, PSE certification must be displayed.
2. Historical Origin of PSE Certification:
PSE certification originated in 1981, when Japan implemented the Electrical Appliance and Material Safety Law, which aims to protect consumers from potential risks posed by electrical products. In order to ensure the safety of electrical products, Japan introduced the PSE certification system as a mandatory product certification requirement.
3. Importance of PSE certification
PSE certification is a mandatory safety certification in Japan. Products specified in Japan's DENTORL Law (Electrical Devices and Materials Control Law) must pass safety certification to enter the Japanese market.
4. PSE certification is divided into two categories:
Diamond PSE: There are 165 products that are prone to accidents such as electric shock and fire. They are classified as "specific electrical products, also known as "Class A electrical products", such as chargers, adapters, electric water heaters, switches and sockets, etc.
Certificate validity period: 3-7 years, based on the product, the first application requires factory inspection without annual review fees, the certificate holder is the factory or importer, and the cycle is 4-6 weeks.
Circular PSE: 341 products with less hazards are classified as "non-specific electrical products". Also known as "Class B electrical products", most large and small household appliances, lighting products, lithium batteries, projectors, etc. Issue VOC (Declaration of Conformity), no factory inspection is required, no requirements for the certificate holder, and the cycle is 1-2 weeks
V. Japan PSE Certification Process
1. Application: First, you need to choose a credible certification body (CAB, Conformity Assessment Body) to apply. When applying, you need to provide product information, including product name, model, specifications, etc.
2. Evaluation: CAB evaluates the applied products, including literature review, design review and on-site inspection. The purpose of the evaluation is to ensure that the product complies with PSE standards such as safety, electromagnetic compatibility and environmental requirements.
3. Testing: According to the product type and standard requirements, necessary tests and inspections are carried out in certification bodies or accredited laboratories. The testing and inspection contents include electrical safety testing, EMC testing, and environmental requirements testing.
4. Test report and certificate: After the test is completed, the certification body will evaluate the product, review and issue PSE test reports and PSE certificates.
5. Follow-up inspection: For some high-risk products, the certification body also needs to conduct regular follow-up inspections to ensure that the products meet the certification requirements during market use

Seven, Common matters of PSE certification
Is it necessary to provide samples during PSE certification?
Samples need to be provided for testing during PSE certification to ensure that the products meet relevant safety standards and regulations.
What if the test fails?
If the test results are unqualified, the product needs to be rectified and then tested until it meets the requirements. Some certification bodies may provide relevant suggestions and guidance to help companies solve problems.
What if the application materials are incomplete?
If the application materials are incomplete, the application materials need to be completed in time. Some certification bodies may provide relevant suggestions and guidance to help companies prepare application materials.
8. Issues to note for PSE certification
1. The certification fee is relatively high, and testing must be carried out in Japan, which takes a long time, and the procedures and materials are cumbersome. It is not recommended to apply in large quantities.
2. The standards for PSE certification are upgraded and changed relatively quickly. Once the product fails to meet the latest testing standards, it will be punished by revoking the certification qualification.
